January 11, 2021 Update:

Due to delays in USPS mail delivery, the deadline for utility assistance mail-in applications has been extended through 4:30 pm on Friday, January 15th. This extension is for mail-in applications only. Mail-in applications should be submitted by mail or dropped off at the City of Petersburg Billing & Collections drop box, ATTENTION: Utility Relief Assistance at 144 N. Sycamore Street, Petersburg, VA 23803 by Friday, January 15th.

Applications received by Friday, January 15th, will be added to the total application pool and considered for utility relief funding. Please note that all award notifications will now be delayed due to this change, and awardees should expect a notice no later than February 1, 2021. Assistance will be awarded on a first-come, first-served basis based on established program criteria and submitted application completeness/accuracy. 

Please note, this program only covers City utilities (water and sewer); this program does not cover utility bills from other entities, such as Dominion Power.


To ensure efficient processing and review of all applications, we ask that if you have already submitted an online or hard copy application, please disregard the mailing and do not apply again.



Petersburg, VA Utility Assistance: 

The City of Petersburg has been awarded federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funds for municipality utility relief to eligible Petersburg, VA customers. These funds offer relief to utility customers who have been greatly impacted by the COVID-19 pandemic. 

This includes customers who have fallen behind on water and wastewater bill payment(s) due to economic hardship from the COVID-19 pandemic. The program will assist in covering base water and wastewater bills that are 30-60 days late between March 1, 2020 - December 30, 2020.


Eligibility requirements include:

• Those who have faced financial hardship during the COVID-19 pandemic

• City of Petersburg resident with residential utility account

• Past due water and/or wastewater balance that began March 1, 2020 through December 30, 2020

• Minimum of $20 and a maximum $1,500 past due bill

• Must verify that you accept funding 


This funding is designed to be a one‐time opportunity, with only one payment per household (for residential) and one application per person. 

Application deadline is 5:00 pm on January 8, 2021.

The Utility Assistance application is available online. Applications may also be submitted by mail or dropped off to the City of Petersburg Billing & Collections drop box, ATTENTION: Utility Relief Assistance at 144 N. Sycamore Street, Petersburg, VA 23803.

Applications must be submitted by 5:00pm on Friday, January 8, 2021. Funds will be awarded on a first-come, first-served basis while funds last. Customers are encouraged to apply as early as possible.

Submission of an application does not guarantee any or all of customer’s account arrearages will be paid by CARES Utility Relief Funds. Award notices will be sent to the email provided on the online application or by mail via the mailing address provided on the paper application no later than January 15, 2021.
