City Manager

William E. Johnson, III was named City Manager for Petersburg, Virginia on June 23, 2011. His goals and accomplishments include growing the tax base, blight removal, workforce development, improving citizen health and enhancing the image and quality of life through an expanded economic development initiative. Johnson directs a staff of over 700 employees, and provides financial management over a $120 million dollar city budget.

Before coming to Petersburg, Johnson served as City Manager for College Park, Georgia (July, 2009 - June, 2011), the home of Hartsfield-Jackson Atlanta International airport, the world's busiest. Johnson served as the first African-American City Manager for College Park from July 2005 through December 2007, before returning to Virginia as Deputy County Administrator in Chesterfield County. College Park officials asked Johnson to return for a second tenure as City Manager in July 2009. Johnson's balanced vision while managing College Park translated into a windfall for the City's coffers and its image. College Park constructed the largest compressed natural gas facility in the southeastern United States; acquired over 400 acres of land for development, accepted a fleet of 9 compressed natural gas buses at no charge to the City, attracted a new SunTrust bank, along with Marriott and Springhill Suites hotels that located next to the Georgia International Convention Center.

Prior to his tenure at College Park, Johnson served in Virginia as Deputy City Manager of Richmond, the first African-American County Administrator, Deputy County Administrator, and Director of Finance in Prince George County, the first African-American Director of Finance in Louisa County, and Accounting and Budget Director in New Kent County.

Johnson graduated from Hampton University with a Bachelor of Science Degree in Accounting and received a Masters of Business Administration from Averett College. He is a member of the International City/County Managers Association (ICMA), a four term board member for the National Forum for Black Public Administrators, and a member of the Virginia Local Government Managers Association, where he serves on the Executive Committee. Johnson also serves on the Executive Committee of Virginia First Cities, and he is a member of Kappa Alpha PSI Fraternity.

The manager is hired to serve City Council, and the community and to bring the local government the benefits of training and experience in administering local government projects and programs on behalf of the governing body.
