3. Who originates the requirement for an Invitation to Bid or Request for Proposal?

Normally, the using department submits a requisition to the Purchasing Office for a specific requirement.

4. How does the City advertise goods and services?

Formal bids and proposals are posted on the Bid Board in the Purchasing Office and are always posted on the Purchasing Office’s website "Bids and Proposals." All Requests for Proposals (RFPs) are required to be advertised in a local paper of general circulation.

5. Does the Purchasing Office buy goods and services for all City offices?

The Purchasing Office has the responsibility to purchase or lease all supplies, materials, equipment, and contractual services for the use of the City and its Agencies, as needed.
